| 摘 要 |
為延續推動節電計畫，精進地方能源效率管理，提升地方能源治理能力，促進住宅、服務業、機關及農業部門節電，本市107年至109年結合經濟部頒布之「縣市共推住商節電行動」，分三年規劃各項節電計畫及補助經費，包含「節電基礎工作」、「設備汰換與智慧用電」及「因地制宜」計畫，持續循序漸進，促進節約能源。整合跨局處資源，強化地方政府能源治理能力，並結合民間社會力，推動能源轉型，藉由推廣、補助、設備汰換、尖峰抑低系統示範與能源管理系統等27項節電計畫。110年更聚焦在能源消費調查、節電稽查與輔導、能源教育研習培訓、推廣抑低尖峰用電等工作項目的執行。
爰此，臺南市政府擬透過本計畫推動住商等部門節電，提供本市用電消費變化分析，並推廣宣傳節電、推動節能志工組織，輔以節能診斷輔導及現地訪視，召開節電專家諮詢會議並提升公民參與，配合中央節電政策的推動，納入地方節電特性的考量，以建構本市為節能低碳城市。
In order to continue to promote the power saving plan, improve local energy efficiency management, enhance local energy governance capabilities, and promote power saving in residential, commercial, governmental and agricultural departments, Tainan City Government brought into "Counties and cities jointly promote residential and commercial power saving. Action” that Ministry of Economic Affairs released to plan various power-saving plans and subsidy funds in 2018-2020. The above include “power-saving basic work”, “equipment replacement and smart power consumption” and “local-conditions plans”, to continue to promote energy conservation step by step. Integrate cross-office resources, strengthen local government energy governance capabilities, and combine civil society forces to promote energy transformation, through promotion, subsidies, equipment replacement, peak reduction system demonstration and energy management systems, etc. 27 power saving plans. In 2021, it focused more on the implementation of energy consumption surveys, power-saving inspections and counseling, energy education and training, promotion and reduction of peak power consumption and other work projects.
Therefore, the Tainan City Government intends to promote power saving in residential and commercial departments through this plan, provide analysis of changes in electricity consumption in the city, promote electricity saving, promote energy saving volunteer organizations, supplement energy saving diagnosis counseling and on-site visits, and convene electricity saving experts. Consult the meeting and enhance citizen participation, cooperate with the promotion of the central power-saving policy, and take into account the local power-saving characteristics, so as to construct the city as an energy-saving and low-carbon city.
